Honorary Officers
President - Dr Raphael Wilkins

Raphael Wilkins is Pro Director (International Consultancy and Knowledge Transfer) at the Institute of Education (IOE), University of London, and Director of International Affairs in the IOE’s London Centre for Leadership in Learning.
He began his career as a teacher of geography and humanities in Bromley before moving into local authority educational administration. Raphael held education officer appointments in Sutton, Newham and Kingston where he was head of further and higher education, before working full-time for the House of Commons Select Committee for Education, Science and the Arts. He then became Education Officer of the Association of London Authorities. In 1988 Raphael returned to the London Borough of Sutton in a Chief Officer role, which he combined with a role as Chair of the Children’s Services Joint Strategy Board and with external engagements including a visiting fellowship at IOE, parliamentary consultancy for the Association of Metropolitan Authorities, and a secondment to the Department for Education and Employment. In 1997 he was appointed Director of Education in Thurrock, where he established the new unitary authority, and created the Chafford Hundred Campus (‘Britain’s most innovative school’ – TES).
In 2001 he moved on to pursue his own research and writing, and other educational interests which included serving as Education Policy Adviser to the Local Government Association, Board Director of the National Foundation for Educational Research, Chief Executive of the Association of National Specialist Colleges, and consultancies with national bodies, local authorities and universities. He joined the IOE in 2006 where he has managed a wide range of leadership development projects and programmes in the UK and internationally, including in India, Pakistan, Singapore, China, Yemen, Saudi Arabia and Southern Sudan. Raphael has published over 50 articles and research reports, and has presented papers or keynotes at education conferences in Britain, Denmark, The Netherlands, Cyprus, Canada, USA and China. He has had a long association with the College of Teachers, including leading its development project for teaching assistants funded by the Esmee Fairbairn Foundation, and its involvement with the Government’s Chartered London Teacher Scheme.
Vice-President - Andrew Garfath-Cox
BA MEd ACP FCollP FIITT
Andrew Garfath-Cox, now retired after 40 years, taught in a variety of secondary schools balanced between the maintained and independent sectors. Starting as a teacher of mathematics in a secondary modern, then a grammar school, as Head of Computing in a sixth form college, a year’s secondment to the Surrey Inspectorate training teachers in using computers in the classroom and after 23 years in Woodbridge School, Suffolk as Head of ICT, he has finished his career in the local comprehensive teaching mathematics again. For five years starting in January 2000, Andrew was the Mathematics Quality Controller for the BAFTA award winning Homework High online website working for Channel 4. For many years, Andrew was Regional Secretary of the Eastern Region which hosted a College of Teachers Award Ceremony at Ely and a Harold Dent Lecture given by Professor Jean Rudduck at Homerton College, Cambridge. He is an internal Charter auditor and a Vice-President of The College with an overview of membership.
Vice President - John Doherty
BEd MSc NPQH DPCM FRSPH FCollP
John Doherty is Strategic Director of the Waterfoot Group of Doctors, a teaching and research GP practice in Rossendale. His responsibilities include developing quality frameworks and a leadership training programme for trainee doctors. He was recently awarded an Arnoux Scholarship (Ph D) at the University of Central Lancashire to conduct research into an evaluation of the medical leadership competency framework in Primary Care.
Prior to his present position was Curriculum Leader for MFL for many years teaching modern foreign languages at all levels including sixth form and adult education. His last post was at St Augustine of Canterbury RC High School Oldham. He was formerly co-ordinator for modern languages in Oldham, a member of NALA, MFL representative for Graded Proficiency Testing in MFL at local and regional level, and a member of various examining bodies. He held various posts of responsibility in school including senior management roles, curriculum development, head of faculty, IIP and staff development TVEI, Chaplaincy team co-ordinator, PGCE mentoring, school /industry partnerships, and equal opportunities. He worked at LEA level in Quality Management for schools projects and additionally in MFL. He was chair of the College’s North West region organising courses and conferences, and chair of the Oldham Health & Education partnership working party. He was a founder member of the schools/higher education consultative group ( LATCOF) at the University of Manchester. John’s fellowships include the Royal Society for Public Health, the Institute of Swimming Teachers (life-saving) and the College of Teachers. His research interests include quality frameworks and asthmatic pupils. He is an active member of Rotary International and the Credit Union movement
Dean - Professor Rosemary Sage

Professor Rosemary Sage is a qualified Speech and Language Therapist, Psychologist and teacher with experience in health and education fields.For the past 20 years she has worked in higher education in London and Leicester and was made Professor of Communication in Education at Liverpool Hope University in 2007. She is a long-standing Visiting Professor at the Women’s University, Nara, Japan and has been Visiting Professor at the University of Havana. Rosemary has developed some TCOT online courses in Comnication in Education in line with the Government’s 2011 Year of Communication in Education. She is continuing work with the European Commission on communication in learning in further projects and is bringing this within the umbrella of the College. She has recently edited a book Meeting the Needs of Students with Diverse Backgrounds by Continuum press in which the importance of cross-cultural communication is stressed by all contributors.Rosemary is a Trustee for the Association for Speech Impaired Children and the Independent Panel for Education Advice; President of Human Communication International; Education Advisor to the Royal College of Speech and Language Therapists; Member of the Research Committee of the British Stammering Association and a Member of Sir Michael Rutter’s Advisory Committee on Language Research.

Secretary - Geoffrey Edwards
BSc MA AdDipEd HonFCP
As one of the Honorary Officers and Secretary Geoffrey Edwards is part of the team that guides The College’s overall strategic direction. The College continues to undergo considerable development as it meets the challenges of a constantly changing educational scene both in the UK and overseas. Geoffrey taught in primary and middle schools in London and Berkshire. He was a primary head for ten years during which he had secondments to the advisory service and to a college of HE. Geoffrey was a Senior Adviser at the London Diocesan Board for Schools where, amongst other responsibilities, he was involved in school leadership development, inspections and governor training. He retired from this post in 2007 and now acts as an education consultant.
Treasurer - Christine McInnes
MA, FCollT

Christine McInnes has a variety of teaching experience in inner city schools including mainstream secondary and special schools. Appointed to lead a pan Lambeth, Southwark and Lewisham HIV prevention project she undertook research and development work in a cross-section of school communities, informing the development of the local healthy school programme. In her work as a LA school improvement advisor, she developed a strong ethos of partnership working particularly with social care and health partners.
Appointed to a senior role on the leadership team of the National Healthy Schools Programme, she played a key role in establishing the system of external accreditation of formal partnerships between LEAs (as were) and Primary Care Trusts and supporting the development of local programmes across the country.
Working as Assistant Director in the London borough of Southwark, Christine led a range of school improvement teams particularly focusing on addressing inequalities and improving the life-chances of vulnerable groups of pupils. Christine has a strong commitment to promoting effective partnership working to support schools improve pupils’ life-chances and is an advocate for the role of the voluntary sector in extending educational opportunities.
Christine is now working as an Associate Vice-Principal in a secondary academy, whilst she completes an NPQH. She is an alumnus of the IOE, having completed a Masters in Economics of Education in 1999. Christine is a school governor and a member of the advisory board for Crimestoppers UK. She is bilingual in Italian, enjoys cycling to work and is interested in current affairs.
